Wetcunie was a leader of the Oto, a tribe intimately associated with the Iowa and the Missouri. They were a friendly and non-
provocative people. The Oto had no regular war chiefs, but only war leaders, selected in time of danger for defense only. In this
tribe a warrior was thought of as a man who defended his people, in time of trouble - an ideal scarcely attained by all of the white
race today. The warriors of the Oto carried 'war bundles' with them into battle, which were believed to be the source of their valor
and strength. By various treaties they gradually ceded to the United States all their lands except their reservation of Big Blue
River, Nebraska. In 1882, with the Missouri, they were removed to Indian territory, and placed under the Ponca, Pawnee, Oto, and
Oakland agency.
